New Orleans didn't follow its own plan.


School Busses from the New Orleans school district. They were available for use in evacuation (the NO disaster plan calls for using them) but they were never moved to high ground, and they were never used for evacuation.

255 busses holding 50 people each (they can hold more) would move 13,000 people with each trip out of the city.

It appears that they went through all of this last September with Hurricane Ivan, and discovered all of the problems.

Governor Blanco refused to hand over the evacuation to Federal authorities despite pleading from the Bush Administration.
Seems there was some politics being played.

If you've been paying attention, you know that the President can't take over National Guard troops unless there is an uprising in action. Before the storm hit, he could do nothing without a declaration from the governor, which she refused to sign.
