School Busses from the New Orleans school district. They were available for use in evacuation (the NO disaster plan calls for using them) but they were never moved to high ground, and they were never used for evacuation.
255 busses holding 50 people each (they can hold more) would move 13,000 people with each trip out of the city.
It appears that they went through all of this last September with Hurricane Ivan, and discovered all of the problems.
Anyway go see GayPatriot for the details, and links to all of the sites with all of the information.
Update: Gay Patriot The Flooded Buses That Blanco and Nagin Wouldn’t Let The President Have Gay Patriot has more info on what the City of New Orleans and the State of Louisiana did and did not do before the storm hit.
Governor Blanco refused to hand over the evacuation to Federal authorities despite pleading from the Bush Administration.Seems there was some politics being played.
If you've been paying attention, you know that the President can't take over National Guard troops unless there is an uprising in action. Before the storm hit, he could do nothing without a declaration from the governor, which she refused to sign.
