Britian Adopts "Dial a Prayer" for Domestic Violence

Phone Lifeline For Victims Of Violence (from This Is Wiltshire) British Police are lending mobile phones to victims of domestic violence.

So assuming that they can call police before the crime occurrs, and that the police can get to them before they are injured or killed then this will be a good thing.

I think it would be better if they gave victims of domestic violence the ability to defend themselves, but the authorities in Britian don't want to deal with empowered citizens. They are happy to have unarmed subjects.
