Restraining Order Fails, Teen Dies

Sex offender stalks, kills teen, then self, police say Tragic story that shows the utter uselessness of restraining orders in the face of violent offenders.

Being 17, the victim was "too young" to have a concealed carry permit. She wasn't too young to need one.

The temporary restraining order was issued last week.
"But that's just a piece of paper," [the victim's guardian] said Saturday. "Toilet paper."
