2005 FBI Uniform Crime Report - Crimes Cleared
It is a bit disappinting to see the percentages of crimes "cleared." This means that police finish and close a case - either because of an arrest, or some other reason. (Suspect is killed, charges dropped, etc.)
Couple this with the Crime Clock - how often a crime is committed - and things look bad.
