On May 25, a suspect confronted Juan Ibarra in the parking lot of an apartment complex in southeast Houston, said police.I guess presenting the case to a grand jury may have been standard procedure.
Ibarra said the suspect put a gun to his back and demanded money.
That’s when, police records show, Ibarra, who had his own gun, fatally shot the suspect.
