Aside from the violation of policy on strip searching minors, there is the small question of the Fourth Amendment.

Neither of the girls was ever told they were suspected in the fire, or have since been told they were suspects -- meaning the officer's alleged actions violated the constitutional protections against unreasonable search and seizure, Fennerty [attorney for one of the families] said.

"There was no probable cause to search these girls in this manner," he said.
