What is it with 911 centers?

In this tragedy, though a 911 call was made alerting authorities of a kidnapping, nothing was done for 16 minutes. The 911 dispatcher even talked to the kidnapper before he hung up the phone.

4 hours later the victim and her kidnapper (ex-boyfriend) were found shot dead in a local hotel.

It also isn't clear why it took as long as 2 hours to track down the cellphone, but it is clear that the 911 calls - there were more than 1 - were not handled correctly.

You may want to trust your safety to an overworked, under-trained government functionary, but don't you dare insist that I participate in your insanity. Calling 911 is a fine thing, but we also keep fire extinguishers on our homes. Some of us rely on firearms for the same reason - to ensure our safety.
