Because You Can't Expect to Blame Individuals

This is a pretty sad statement. Springs businessman blames city cuts for murder at restaurant - The Denver Post
Gaspar Martinez, owner of Ruskin Liquor, blamed the man's death on increased violence in the area — and the city's decision to turn off the street light in front of the business.
Because it couldn't possibly be the fault of the person with the gun.

Individual responsibility is so 19th Century.

I was going to suggest that Gaspar could put up his own security lighting if he felt strongly about the matter -- but I wouldn't be shocked if zoning regulations prohibited that sort of "light pollution".
