I'm So Glad We Sent Illinois-style Goverment to Washington

This could almost be a "quote of the day."
“We are a fiscal poster child for what not to do,” said Ralph Martire of the Center for Tax and Budget Accountability, a liberal-leaning policy group in Illinois. “We make California look as if it’s run by penurious accountants who sit in rooms trying to put together an honest budget all day.”

And yet they have millions to waste fighting lawsuits like McDonald.

That isn't the state, that was Chicago and Daley. They are in worse shape.

About a year or 18 months ago the county raised sales tax rates to 10.25 percent. That makes tax in the city about 11.5 percent (maybe less). They also more than doubled parking rates and fines, and did a number of other things to raise revenues.

The results are predictable. Few people parking. And an exodus to the collar counties (where sales tax is more like 7.25 percent or so, depending on the county.) They are blaming the recession, but the results are not surprising. People are staying out of the city and leaving as fast as they can. (Chicago will look a lot like Detroit if Daley has his way.)
