What is it with these men?

Woman, estranged husband found shot to death in Greenwood, SC.
Witnesses said Lawton's estranged husband, James Carl Lawton, 30, of Greenwood, drove a vehicle into her apartment, dragged her from the building, chased her about a block and shot her, [Chief Deputy Mike] Frederick said.

After obtaining a search warrant, the department's SWAT team entered the apartment about 3:30 a.m. Wednesday and found Lawton dead in an upstairs bedroom from an apparently self-inflicted gunshot wound, Frederick said.
Man kills wife, self
A witness to the shooting said Mario Robles was chasing Magaña, between the complex buildings and that she was screaming. The witness said that [Hilda] Magaña stopped, sat down in the flower bed and that Robles shot her numerous times in the head. He then turned the weapon on himself, falling near her body.

“There was a history of domestic violence,” said Ceres Police Sgt. Allen McKay.
If there was a history of domestic violence, why was he not locked up? Isn't violence a crime? Or is it just not a crime when it is "domestic?"

We need to convince these women to defend themselves with some effective means of defense.
