Losing 911 Calls Didn't Put Anyone in Jeopardy

WCAV - 911 System Outage So it's no big deal if a 911 system is unavailable for few minutes. No one was in jeopardy because of it. Or so they say.
"We did lose 911 calls..but in losing that a lot of people would dial an operator which would immediately dial into us, so we don't feel we put anybody in any jeopardy at this time" said Ray Uttaro with Nelson County Emergency Services.
You have time to call back again, once they got the calls routed to another county.

Sounds like a system (and an organization) I want to be my safety on. The problem? Power outage/power generator failure.
