Not Understanding the Meaning of "It's Over!"

Some people just don't understand, and they create tragedy. Police: Ex-boyfriend fatally shoots current boyfriend | 6abc.com

Police say a 35-year-old man was visiting his girlfriend when the woman's ex-boyfriend gained entrance to the home and confronted the man in the kitchen.

The shooter was arrested later.

Does Pennsylvania have the death penalty? Does this rise to the level of a death-penalty case? (I never understand the current legal dictates on what can and cannot be a capital case.)

And so we have a tragedy because some guy can't understand the he is the "EX" boyfriend.
